Embossing with water? How does that work?

I've heard a rumor that you can use water as an alternative to VersaMark or pigment ink for embossing with embossing powder, but I have never seen it done.

Stampin' Up! has produced this cool video that shows 3 different embossing powder techniques, the first one using water:
